Again I find that H. M. Government at this moment, when the War pressure is removed, is paying about to book premises for rent for buildings to hold Military Stores.

One great nuisance of Hong Kong is caused by the great number of Chimese there who are people of the very lowest description in China if possible, worse than Cantonese. From this it results that there are more robberies of Govt Stores here than I believe in any other part of the world. In spite of every precaution, the most daring burglaries & the most ingenious frauds are successful; & there are the more difficult to guard against in consequence of the Govt. Warehouses & Yards being crowded up with a dense Chinese population. I have drawn attention to this because I understand that it is proposed by the Colonial Govt to let a great portion of the ground to Chinese & the result of this will be that the settlement of Kowloon will become as bad as that of Hong Kong. At this Station more men both of the Army & Navy are required.
